Let it be known that it is quite difficult to get access to. The best recommendation is to book a room at Marina Bay Sands for at least one night. It is pricey but worth it to experience a full day poolside with the most magnificent view of Singapore. You just might want to stay forever.
This is probably the best place to hang out and escape the daytime heat. A day here can even by followed by rooftop drinks at the hotel while planning a delicious dinner out in many of the cities delicious restaurants.
